A procura por m\u00e3o-de-obra \u00e9 elevada; atualmente, o IAB (Instituto de Investiga\u00e7\u00e3o do Mercado de Trabalho e Profissional) regista 1,93 milh\u00f5es de vagas por preencher. Os respons\u00e1veis pol\u00edticos procuram estabelecer uma alian\u00e7a com empresas e associa\u00e7\u00f5es. O documento estrat\u00e9gico agora apresentado inclui cinco eixos principais:<\/p>\n<p><strong>1. Foco na forma\u00e7\u00e3o:<\/strong><br \/>\nAs profiss\u00f5es que exigem forma\u00e7\u00e3o profissional devem voltar a tornar-se mais atrativas. O Governo federal pretende apoiar as empresas para que se concentrem mais nos grupos profissionais afetados pela escassez de m\u00e3o de obra qualificada.<\/p>\n<p><strong>2. Garantia de forma\u00e7\u00e3o:<\/strong><br \/>\nOs adolescentes e jovens adultos que at\u00e9 agora n\u00e3o conseguiram encontrar um lugar de forma\u00e7\u00e3o t\u00eam agora a oportunidade de frequentar uma forma\u00e7\u00e3o interempresarial totalmente reconhecida.<\/p>\n<p><strong>3. Refor\u00e7ar a forma\u00e7\u00e3o cont\u00ednua:<\/strong><br \/>\nO Governo federal pretende refor\u00e7ar a forma\u00e7\u00e3o cont\u00ednua e introduzir um subs\u00eddio de qualifica\u00e7\u00e3o, atrav\u00e9s do qual a Ag\u00eancia Federal de Emprego dever\u00e1 apoiar a forma\u00e7\u00e3o cont\u00ednua em empresa.<\/p>\n<p><strong>4. Melhor concilia\u00e7\u00e3o entre a vida profissional e a vida familiar:<\/strong><br \/>\nUma em cada duas mulheres ativas trabalha a tempo parcial. Para facilitar a concilia\u00e7\u00e3o entre a vida familiar e profissional, o Governo federal aposta em incentivos fiscais e numa maior oferta de servi\u00e7os de acolhimento de crian\u00e7as.<\/p>\n<p><strong>5. Modernizar a lei da imigra\u00e7\u00e3o:<br \/>\n<\/strong>Os diplomas de forma\u00e7\u00e3o, os conhecimentos lingu\u00edsticos, a experi\u00eancia profissional e a idade dever\u00e3o ser os crit\u00e9rios para a concess\u00e3o de um \u201ecart\u00e3o de oportunidades\u201c, inicialmente a prazo. Este cart\u00e3o baseia-se num sistema de pontos e visa facilitar o acesso ao mercado de trabalho alem\u00e3o a profissionais qualificados estrangeiros. Est\u00e1 prevista a aprova\u00e7\u00e3o de uma nova lei de imigra\u00e7\u00e3o para o final do outono.<\/p>\n<p>As empresas na Alemanha precisam urgentemente do apoio dos respons\u00e1veis pol\u00edticos para fazer face, a m\u00e9dio e longo prazo, \u00e0 escassez estrutural de m\u00e3o-de-obra e de profissionais qualificados, atrav\u00e9s de estrat\u00e9gias eficazes. N\u00f3s, na SYNERGIE, h\u00e1 anos que\u00a0<a href=\"https:\/\/synergie.de\/pt\/blog\/neustart-mit-jobperspektive.html\/\">na forma\u00e7\u00e3o dos jovens<\/a>, para preencher as nossas vagas internas \u2013 e a longo prazo!<\/p>\n<p>No atual ano letivo, aument\u00e1mos ainda mais o n\u00famero de vagas de forma\u00e7\u00e3o. Em setembro, oito jovens iniciaram a sua forma\u00e7\u00e3o. Est\u00e3o a aprender as profiss\u00f5es de \u201eT\u00e9cnicos de Gest\u00e3o Administrativa\u201c (2) ou \u201eT\u00e9cnicos de Servi\u00e7os de Recursos Humanos\u201c (6). Considerando todos os anos de forma\u00e7\u00e3o, a SYNERGIE conta atualmente com 15 formandos.<\/p>\n<p><b>Procura e oferta de forma\u00e7\u00e3o<\/b><\/p>\n<p>Em toda a Alemanha, no entanto, os n\u00fameros relativos \u00e0 forma\u00e7\u00e3o profissional continuam a registar um decl\u00ednio preocupante: segundo o Instituto Federal de Estat\u00edstica, em 2021, 470 000 jovens iniciaram uma forma\u00e7\u00e3o profissional. Ap\u00f3s o m\u00ednimo hist\u00f3rico registado no ano da pandemia de 2020, trata-se apenas de um aumento decepcionante de 0,3 por cento. A t\u00edtulo de compara\u00e7\u00e3o: antes da crise financeira de 2008, eram 600 000 novos formandos \u2013 tend\u00eancia que, desde ent\u00e3o, tem vindo a diminuir.<\/p>\n<p>Em 2021, cerca de 40 por cento das empresas n\u00e3o conseguiram preencher as suas vagas de aprendizagem. Ao mesmo tempo, 24 000 candidatos n\u00e3o encontraram uma vaga de forma\u00e7\u00e3o. Esta correspond\u00eancia dever\u00e1 melhorar no futuro, uma vez que o fosso entre a procura e a oferta formativa \u00e9 demasiado grande. Por isso, o Governo federal pretende apoiar as empresas a darem maior aten\u00e7\u00e3o aos grupos profissionais particularmente afetados pela escassez de m\u00e3o de obra qualificada. Entre estes contam-se o artesanato e a constru\u00e7\u00e3o civil, as profiss\u00f5es na \u00e1rea da sa\u00fade e da educa\u00e7\u00e3o, o setor das tecnologias da informa\u00e7\u00e3o e o com\u00e9rcio.<\/p>\n<p><b>A garantia de forma\u00e7\u00e3o est\u00e1 a chegar<\/b><\/p>\n<p>Parte da iniciativa do Governo federal em mat\u00e9ria de forma\u00e7\u00e3o profissional consiste tamb\u00e9m numa garantia de forma\u00e7\u00e3o para todos os jovens adultos. De facto, de acordo com o relat\u00f3rio sobre a educa\u00e7\u00e3o do Governo federal, um em cada sete jovens n\u00e3o possui forma\u00e7\u00e3o profissional. Este projeto j\u00e1 est\u00e1 consagrado no acordo de coliga\u00e7\u00e3o do Governo.<\/p>\n<p>Com a introdu\u00e7\u00e3o de uma garantia de forma\u00e7\u00e3o profissional, o Governo federal prev\u00ea 20 000 novos profissionais qualificados por ano. Seguindo o modelo austr\u00edaco, o Estado pretende garantir uma forma\u00e7\u00e3o financiada a todos aqueles que n\u00e3o consigam encontrar um lugar de forma\u00e7\u00e3o. Atualmente, 19,4 por cento de todas as empresas oferecem forma\u00e7\u00e3o profissional. Para a SYNERGIE, a forma\u00e7\u00e3o profissional \u00e9 e continuar\u00e1 a ser um elemento fundamental da estrat\u00e9gia empresarial.
